What Does The President Really Need Ministers For?

In the midst of the uproar of President Buhari's cabinet delay or the non-appointment of Ministers, it has been argued in some quarters that the president does not really need ministers at the moment.  Critics say ministerial  appointments are mere political appointments and will further drain the nation's scarce resources. 
In a situation where the states cannot pay salaries. it is argued that it is not really necessary to appoint ministers who will only get fat salaries and allowances which would be spent on girlfriends and other frivolities. The nation just cannot afford such wastage at this stage when the ministers' functions can easily be performed by the Permanent Secretaries and Directors.

Another school of thought have said, the president need ministers because he cannot rule the nation alone. In  a chat with Barrister James Isiyemi, he said, ''The first thing Jesus did was to appoint 12 disciples to work with him on his mission. The president cannot do the work alone. Nigeria's problems are too enormous for one person to handle.''
I understand that it is constitutional that there must be a minister from at least one state of the federation, but i still have a lot of questions to ask;
  • Does the president really need the ministers to perform well? 
  • Are these ministers not the ones perceived to be the architect of corruption and the harbinger of disgrace to past administrations? 
  • When they disgrace the country by fighting opening during proceedings, how can they handle the problems of Nigeria and Nigerians?  
  • Is it not possible for the president to do without the ministers?
Personally, i feel the President shouldn't be pressurized in appointing ministers, look around him and tell me 10 people that are capable and corrupt free to handle the positions. Nigerians need to give him time and at the right time, a list will be out. Not appointing ministers on time does not mean he is not capable of handling the issues of Nigeria.
